Job Scope:
To provide budget control, management, and coordination of all phases of land development including but not limited to due diligence, entitlements and project development for single family, multi-family, and commercial projects within the organization's Land Development Division.
The Director of Land Development is responsible for and will be held accountable for all facets of development projects up to and through delivery to the horizontal construction team.
Additionally, the Director of Land Development reviews, coordinates, and manages all third-party related partners in all phases of Land Development.
Essential Functions/Major Responsibilities of the Director of Land Development Generate, manage, and coordinate Land Development/Entitlement project To Do List (TDL).
The TDL shall be updated daily to reflect activity related to acquisitions, entitlements, and all third-party actions for Director and Executive Review.
Generate, manage, and execute strategic planning activities including budget development, review, preparation, and analysis through BREG budgetary software.
Manage, coordinate and review utilities including third-party delivery of utility plans, communicating directly with utility providers and authority personnel to deliver utilities (electric, gas, water, sewer, cable, etc.
) to the project to ensure capacity and conveyance.
Also includes contract review, negotiation and management, developer's agreement, title and right-of-way documents, coordination with contractors, subcontractors, and Burkentine Construction Division.
Coordinate with engineering partners in design, review, plan publishing, and ongoing management to ensure timely delivery of plans, permits and applications.
Creation, maintenance, and communication of scope of work for engineers, contractors and subcontracts and ongoing review of all deliverables to ensure alignment with organization's preconstruction and construction requisites.
Attend meetings with engineers, contractors, subcontracts, and county/state agencies (including county conservation districts, Department of Environmental Protection and Pennsylvania Department of Transportation involving the organization's development plans.
Prepare, attend, and participate in municipal meetings necessary to obtain entitlements approval, including but not limited to Planning Commission, Municipal Body (Borough, Commissioners, Supervisors) and Zoning Hearing Board, as well as communicating with Municipality staff and professionals.
Conduct site meetings with municipalities, conservation districts, engineers, contractors, and subcontractors to create alignment on the organization's development plans.
Schedule and attend meetings with site contractors on a regular and recurring basis to ensure schedule integrity and maintain alignment.
Procurement of horizontal construction materials including the creation of the scope of work, bidding out for those particular products, and awarding of said bids.
Procurement of site contracting process, including creating a scope of work for site development, communicating with prospective bidders regarding the delivery of information and to secure the best pricing for bidding activities, review of bid sheets, the creation of spreadsheets to get the organization's approval, and contractor selection.
Delivery of feasibility studies for all single-family, multi-family and commercial projects, including but not limited to site review, zoning review, title report procurement and review, environmental review including the procurement of Phase 1 and if necessary, Phase 2 reports via a qualified engineer, geotechnical review including procurement and delivery of Geotech reports, and utility review to determine availability, capacity and conveyance.
Maintenance of the municipal, county and state fee schedule to assist with pro forma development of land development projects.
Document management, including but not limited to project schedule worksheet, due diligence reminders, project and permit expiration and deadlines, Operation and Management Agreement tracker, Co-Permittee Agreement worksheet, General Project worksheet, Fee Schedule worksheet, Engineer and Utility Scope of Work checklist, and any and all documents to be designed or created in the future.
Database management of all land development projects.
Lead Land Development Division's mission to conduct Kickoff and Handoff meetings.
Secondary Functions:
Coordinate with Land Development Project Manager on all land development projects to maintain strategic alignment.
Assist in preparation for all municipal and third-party meetings.
Provide support for all Burkentine Enterprise divisions on an as-needed basis.
Participate in Burkentine Enterprise division meetings on an as-needed basis.

Qualifications:
Must have a valid driver's license.
Bachelor's degree in related field preferred.
Two to five years of relevant land development experience.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
